The site presents an exciting opportunity to deliver a standout development on this long-standing vacant plot in a prime location on Birkenhead’s waterfront.
From a planning perspective, the site is allocated for residential development in both the adopted Wirral Unitary Development Plan and the emerging Wirral Local Plan.
It also falls within the boundary of the Birkenhead Waterfront Regeneration Area identified in the emerging Local Plan. This is one of twelve regeneration areas highlighted by Wirral Council as key to future growth on the eastern side of the Borough.
Alongside emerging Local Plan policies, regeneration proposals across Birkenhead are shaped by the Birkenhead 2040 Regeneration Framework and a series of adopted masterplans.
As shown in the plan below, major regeneration projects across the town include Woodside, the Birkenhead Commercial District, Wirral Waters, Hind Street Urban Garden Village, St Werburgh’s Quarter and Dock Branch Park.
The Woodside Masterplan area lies directly to the north of the site and was formally adopted by Wirral Council following consultation in early 2024. While the Rose Brae site sits outside the adopted masterplan boundary, the document sets out how future development in this location is expected to integrate with the wider Woodside proposals. These ambitions have strongly influenced many of the principles underpinning our emerging design ideas.
